Elite Football League Rules (Updated Season 38)
Elite Football League Overview
------------------------------
Divisional Set Up
-----------------
Elite Football League has three divisions, with twelve teams in each division. Each team will play 22 games, 11 home games and 11 away games.
The bottom three teams in the Elite League are relegated to Division One.
The top two teams in Division One are promoted to the Elite League.
Teams in 3rd,4th,5th & 6th will enter Play Off's for the final spot in the Elite League.
The bottom three teams in Division One League are relegated to Division Two.
The top two teams in Division Two are promoted to Division One.
Teams in 3rd,4th,5th & 6th will enter Play Off's for the final spot in Division One.
Play Off Matches Will Be 3rd v 6th & 4th v 5th
Play Off Matches Will Be Played Home & Away,matches still drawn will be decided by extra time & penalties (no away goals)
Play Off Final Will Be Played On A Neutral Venue With Gate Money Being Split, drawn matches will be decided by extra time & penalties
League Gate Reciptes Will Be Paid To The Home Team!
If at the end of the season the league is drawn on points and goal difference, Goals for will decide who wins the league if they are both the same Goals against will come next, if everything is the same a play off match with be played to decide which team will win the league , the same rules apply for teams at the bottom of the league.
Each team will have ONE active manager, and each manager will manage no more than ONE team. (unless agreed by admin to care taker a club)
Main Squad
----------
Your main squad can have any number of players in it, with the following restrictions on ages,
outfield players skill 26 and below can play from either main or reserve team, when they reach skill 27 they will be moved to your main squad
keepers skill 29 and below can play from either main or reserve team, when they reach skill 30 they will be moved to your main squad
to submit a teamsheet you must have 16 fit eligible players, it is recommended you keep your squad sizes to around 18-20 but again this is up to each manager to look after his own squads.
The deadline for main team sheets for the matches is 18:00pm UK time on the day before the match. (Or otherwise communicated)
Reserve Squad

Each club will also have their own Reserve Team.All managers are required to run there reserve team the same as there main team,
see above guidelines regarding ages and skills

Non Sheeting Managers
---------------------
This option is for what percentage of the players skills are used in the True Default tactic (T). The maximum is 100(all of the players skill used), the minimum is 50 (50% of the players skill used).
EFL will use 80% in a 442 AGG8 Formation
Goal Keepers Skill Cap
----------------------
Goal Keepers Have Been Increasing Too Fast Since EFL began! due to this action is now being taken to restrict there rapid improvement!
this involves keepers being rewarded more for clean sheets and saves and less for conceding goals
To bring keepers back in line with the other positions a skill cap has now been introduced at 39 100
Admin has accepted one bad performance should't mean these players dropping to a skill 38 so these players will be capped at 39 100 and will only drop
to a skill 38 if there match day performance was > -100 abs
once a keeper reaches this skill he will not improve anymore but can still decrease with bad performances!
EFL will continue to monitor this and when the time is right the skill cap may be removed!
EFL will always continue to monitor all positions and players to make sure there progression is fair and in line with each position!
Forward Skill Cap

Due to increased games, rule changes, some forward players look like they will now become monsters ie skill 40+ , during testing it has been shown that high skilled forward dominate games, for that
reason we have decided from season 33 to cap forwards once they reach skill 400 100, these players once they reach the cap can still decrease with bad performances
EFL will continue to monitor all positions and may add or release skill caps when we see fit.
Squad Moves

there will be no limit on player moves between your main squad and your reserve squad (apart from caps above)
Only Highlighted Players Can Be Moved Between Squads
Pre Season you can move unlimited number of players between squads
EOS (End Of Season) Players Information/Bonuses

At the end of each season, all players will age one year, they will continue to age until they reach there retirement age where they will then be removed from the game.
After all the required end of season information and stats have been taken all players season stats will be reset to 0 ready for the new season.
All players fitness levels will be returned to 100 percent
Any players still with injuries or suspensions will be cleared and returned to 0
All players eligible for EOS bonuses (players aged 21 and under) will have these added and updated before the new season starts
All players who are awarded extra abs for season awards (top goalscorer, most saves etc) will have these added and updated before the new season starts
Youth Academies (End Of Season) Youth Bonuses

Anytime during the season you can invest in a Youth Acedemy for your club, Just Contact Admin and state which level of Acedemy you wish to build
There are no running costs for these academies and the level increase cost is a one off payment
Everyone starts with youth academy level 0 - end of season bonuses for all players 21 and under = x 4 + Start of Season Scout Missions Available = 3
3 Scout missions can be any position and any age group , each player will have a value which you must pay to purchase the player

You can jump straight to building any level of Youth Academy but you would have to pay the building costs of any level below that first also
example - Building a Level 3 Youth Academy costs 75 million, but you would also have to pay for Level 1 & 2 - Total cost for a Level 3 = 150,000,000
EOS (End Of Season) Youth Bonuses

All players aged 21 and under are eligible for EOS bonuses! this is an exciting way in which managers can build stars for the future by playing them and hopefully
they perform during the season, at the end of the season all stats gained by these players will be multiplied by 4,6,7,8 or 9 depending on your Youth Academy level and added onto each of the four skill areas

Players Retirement Ages

Elite Football League Players Will Retire At The Following Ages
Goalkeepers - 38 (players aged 37 will retire at the end of the season)
Defenders - 37 (players aged 36 will retire at the end of the season)
Midfielders - 36 (players aged 35 will retire at the end of the season)
Forwards - 36 (players aged 35 will retire at the end of the season)
PLAYER'S FATIGUE

Fitness
-------
Fitness works as follows:
Instead of the fatigue being set at 100 before each match, it is now set from the fitness of a player.After the match is over the fitness of a player is carried back to the roster, which for a player playing 90 minutes is around 68% of the fitness the player started the game.
A player who is 90% fit plays at 90% of his skill, a player at 75% fitness plays at 75% of his skill, and so on.
Fit Factor
----------
This is the amount of fitness added back onto the players fitness (if the player began at full fitness) when the updater option to add it on is run.
The default and recommended setting is 25. EFL use a setting of 35 that translates to a player playing a full game will lose net 2 or 3 fitness points.
It is natural that soccer players are getting tired during the game. All players are getting tired, some less, some more. This fatigue always affects a player's way of playing. Close to the end of the game, a player will have much less ability for long runs than in the beginning. The feature of fatigue is also included in ESMS. Each minute, the program multiplies each player's actual skills by a small coefficient. Until the end of the game, fatigue is accumulated and the player plays at approximately 70 - 75 percent of his starting skill. This is why it is highly recommended to substitute players during the game, to bring some "fresh feet" to your team.
Cup Competitions

Elite Football League June Ridout Memorial Cup & Elite F.A Cup games are played on a Thursday (selected dates).
FA Cup Replays will be played on selected dates(see fixtures) depending on clashing fixtures.
The 1st Round of the June Ridout Memorial Cup will involve all 36 Clubs from the Elite League, Division One & Division Two,
36 Clubs Divided into 3 Groups
Group 1 with the top 12 placed teams (Elite League), Group 2 with the following 12 placed teams (Division One) and Group 3 with the last 12 placed teams (Division Two)
Every team plays against ONE team of each group, example, Team from group 1 would play another team from group 1, one from group 2 and one from group 3
Every team plays 3 matches in the First Round
After 3 games in the First Round All 36 teams are placed in the general standings, IE a league table to total W D L F A Pts from there 3 matches
The Top 16 Clubs From The Final Standings Progress To The 2nd Round Knock Out Of 16
If say there were a few teams with the same points and goal difference for and against in 16th place then there 3 matches would be looked at and extra points awarded for wins or draws and goals against teams in higher groups! this would encourage clubs to play entertaining attacking football!
The 2nd Round of the June Ridout Memorial Cup will involve 16 winners from the first round
The pairings into the 2nd Round will be determined by the general standings of the First Round, thus: the 1st team will play vs the 16, the 2nd vs the 15th and so on,
The draw for each round after this will be random.
If scores are level after 90 mins the match will enter extra time with 30 additional mins being played,if the scores are still level the match will be decided by a penalty shoot-out.Semi-Finals and Final will be played at a neutral venue. (SF & Final - Gate Money Split 50/50)
Only players involved in the match and extra time will have 6 added onto there fitness levels once the squads have been updated, so if they end the match on 88% fitness this will change to 94% for your next match (players introduced around 90 mins or in extra time will not have there fitness changed)
The clubs hosting the semi finals will receive 500,000 pounds!
a random draw will be made once the season starts to decide which clubs will host the semi finals
the top ten stadiums in the game will be used for this draw!
Elite F.A Cup Qualifiers - These will involve all 12 clubs from Division Two playing over two legs Home and Away
If after the 2nd leg the game is drawn the tie will go to extra time then penalty shoot out!
The six winners from those qualifiers will join the 24 clubs from the Elite & Division One Leagues in the Group Stage.
Elite F.A cup group games involve all remaining 30 EFL teams. (after qualifiers) The cup format will be Group Stages, SEEDING WILL BE USED From The Previous Season Final Standings - Clubs 1-6 (POT A) Clubs 7-12 (POT B) Clubs 13-18 (POT C) Clubs 19-24 (POT D) Clubs 25-30 (POT E)
The top two teams will qualify from each group for the 2nd round Knock-Out Plus the four best 3rd placed teams. The six teams finishing top of each league will get a home tie in the 2nd round. With a random draw to decide the other two home teams.
If say there were a few teams with the same points and goal difference for and against, matches won, drawn and lost will be taken next, then if still the same there 4 matches would be looked at and extra points awarded for wins or draws and goals against teams in higher leagues! if this still doesnt split them the group fixtures will be replayed on neutral venues.

Semi-Finals and Final will be played at a neutral venue. (SF & Final - Gate Money Split 50/50)

If either of the semi final or final is drawn there will be NO replay! the matches will be decided by extra time and a penalty shootout after 120 mins

Elite Intercontinental Cup (new season 29)

Involves the bottom 16 clubs in EFL (end of season placements) 12 from Division Two and the bottom 4 in Division One
first round played over two legs, away goals do not count, drawn matches after 2nd legs will be decided after extra time and penalties
Quarter Final, Semi Final & Final will be decided on the day, extra time and penalties if drawn
Semi Final matches will be played at two of the top stadiums in the game, a random draw will be made once the season starts to decide which clubs will host the semi finals, host clubs will receivce 500,000 pounds!
The Final will be played at the national EFL stadium with all gate money split between the clubs
Applying for a Position as Manager
----------------------------------
When a position opens up, current members of the league are given the opportunity to apply for that position. The manager who has been active and responsible to that point will be offered the position. (Max ONE job change per season)
If no one within the league wants the position, it will be offered to a new manager. Teams will be offered to these applicants on a first-come, first-served basis, unless someone can recommend an applicant from previous experience in another ESMS league.

At the end of the season all managers will vote via forum poll for there divisional manager of the season, the manager with the most votes after the poll is locked will win the award and 100 ability points to be awarded to any player of there choice

FINANCES
--------
Each teams finances are that manager s responsibility. Teams' income/expenditure will be from their ground gate income and transfer activity. Deals will not be completed if It will take your finances below 0
if a club for some reason find themselves in debt once the weeks financial calculations have been completed they have 1 week to get there club back in the black and out of debt.
if they fail to get there club out of debt by the end of that week period the EFL FA will look at further punishments which may include point deduction or forcing the club to clear there debt by selling one of there players. this would start with there weakest squad player and working there way up until the debt has been cleared
if a club goes is in debt once the season ends, the EFL board will deduct the clubs stadium capacity at the cost of 500,000 per 1000 seats until the debt is cleared.
INCOME
Teams earn money from the following methods.
GATE MONEY/STADIUMS
Ticket prices are set for each division , managers can increase the ground capacity at the start of each season
Managers can increase the capacity of there stadium during pre season ONLY.
Seats can be bought for the following amounts
35,000 - 50,000 = 1 million per 1000 seats
50,001 - 75,000 = 1.5 million per 1000 seats
75,001 - 100,000 = 2 million per 1000 seats
100,001 + = 3 million per 1000 seats
To A Maximum Capacity Of 150,000
Managers now have the option to reduce there stadium capacity during pre season in exchange for cash.
seats will be bought back for 500,000 per 1000 seats for a capacity of 35,000-50,000
750,000 for a capacity 50,001-75,000
1 million for a capacity 75,001-100,000
1.5million for a capacity 100,001-150,000
Managers now have the option to downgrade there Training Academy during pre season in exchange for cash.
Youth Academy Level 1 - Cost = 25,000,000 Downgrade payment = 12,500,000
Youth Academy Level 2 - Cost = 50,000,000 Downgrade payment = 25,000,000
Youth Academy Level 3 - Cost = 75,000,000 Downgrade payment = 37,500,000
Youth Academy Level 4 - Cost = 100,000,000 Downgrade payment = 50,000,000
ie Downgrading from a level 4 to a level 2 would give you back a payment of 87,500,000

TRANSFERS, LOANS, AUCTIONS, SCOUTS

Deals can be negotiated between managers. DO NOT SEND NEGOTIATIONS OR OFFERS TO THE ADMIN GROUP. Only TWO teams can be involved in a transfer. Multiple team deals involving three or more teams ARE NOT ALLOWED.
When a deal is agreed, it must be confirmed by BOTH managers
Once both managers have confirmed a transfer, the deal cannot be cancelled.
All deals are subject to EFL board approval. If more than three managers raise the issue of a deal being unfair to the EFL board will look at the deal.
Loan Deals Are Limited To 3 IN and 3 Out! Loan deals must be season long!! (unless agreed in the negotiations) Clubs can negotiate for an amount of money for a player loan.
Loan Deals can be completed up until the deadline
The Transfer Window Closes with four league games left, This prevents managers bringing players in the last few weeks to help win the league or avoid the drop.
All negotiations take place between the managers.
All players transferred are eligible for their new club as soon as Admin confirms the deal. So if managers detail everything correctly deals will be completed smoothly.
You must wait until a player joins your team before transferring him. This includes players returning from a loan.
All exchanges of cash and players must occur at the point of the deal, but cannot be done in instalments, or based on future events.
APPEALING AGAINST TRANSFERS

If a manager believes, a transfer between two teams is unfair or disadvantages one team by too much, they can appeal against it to the ELF Board. When an appeal is made, there must be sufficient argument provided why the deal should be withdrawn. Furthermore, a minimum of two managers, not involved in the deal, MUST submit a separate appeal.

Free Transferring a Player from your Squad
You can Free Transfer a player from your squad and receive money for it. To release a player on a free transfer, login to your club, click TRANSFERS then click RELEASE PLAYERS, here you
will be shown a release value for each player in your squad, click on the players name and follow the instructions to release him, finances will be updated at point of sale.
LOANS

If there are any guidlines to your loan deals they must to written on the forum board thread
Give All The AGREED Details Of Your Loans Deals, If There Are No Guidelines And No Finances Involved Then Nothing Has To Be Written In Here, Managers With Loan Guidelines Must Put Everything In Here Or There Will Be NO COMEBACK If His/Her Expectations On The Deal Are Not Met.
This Should Include Any Finances Attached To The Deal, Mid Season Return Of Player By Either Party If The Deal Is Not Going As Planned And/Or Penalties If Agreed Game Time Is Not Met. No Chat Or General Comments Should Be Placed In This Section

EFL ADMIN will keep a close eye on all teamsheet and match tactics activity for both main and reserve teams during the season, its in the best interest for EFL's future as a game that all managers play the game in a fair and sporting way. the aim of the game is to win football matches or at the least get a point at all cost. any manager who has underlying plans that involve playing far lesser skilled players in positions where the aim is just to gain maximum abbs will be punished with the offending player/s being returned to there skill levels before there 'gain' if this continues his team will be deducted 1 point for each time he/she continues to do this, with the hope they will change there ways, if not he/she will be sacked and removed from the game. the game is here to be enjoyed and if you are a football fan you know how the game works and how it should be played. examples of what i dont want to see are ie, midfielders with skill 1,2 etc playing in defence, keepers playing outfield, low skilled players (<17) playing in your main squad, when you have better players available. in a nut shell people, i want EFL to be around for a long time, if some players skills become so high too fast, we may have a game where teams cant score goals due to keepers being too high skilled, and then may have to go down the road some other games have had to go..
Managers can play lesser skilled players in there main squad who can clearly be seen to have potential to become a star, example a young skill 23 promoted from your youth academy, it has been shown that lesser skilled outfield players have less impack on results (as this game is about numbers).Having a skill 39 keeper available and playing a skill 24 in goals is clearly setting up to be defeated rather than growing a star, if by any reason you are clearly showing no respect for the game with your team selection and cant explain your actions you will be sacked!!
If you fail to have 16 available players for your main or reserve team on matchday you will be deducted three points, if you fail to have 16 available players for a 2nd week on either squad both squads will be deducted three points, if this happens for a 3rd week you will be sacked!!!

Elite Football League Overview

Divisional Set Up

Elite Football League has three divisions, with twelve teams in each division. Each team will play 22 games, 11 home games and 11 away games.
The bottom three teams in the Elite League are relegated to Division One.
The top two teams in Division One are promoted to the Elite League.
Teams in 3rd,4th,5th & 6th will enter Play Off's for the final spot in the Elite League.
The bottom three teams in Division One League are relegated to Division Two.
The top two teams in Division Two are promoted to Division One.
Teams in 3rd,4th,5th & 6th will enter Play Off's for the final spot in Division One.
Play Off Matches Will Be 3rd v 6th & 4th v 5th

If at the end of the season the league is drawn on points and goal difference, Goals for will decide who wins the league if they are both the same Goals against will come next, if everything is the same a play off match with be played to decide which team will win the league , the same rules apply for teams at the bottom of the league.
Each team will have ONE active manager, and each manager will manage no more than ONE team. (unless agreed by admin to care taker a club)
Main Squad

Your main squad can have any number of players in it, with the following restrictions on ages,
outfield players skill 26 and below can play from either main or reserve team, when they reach skill 27 they will be moved to your main squad
keepers skill 29 and below can play from either main or reserve team, when they reach skill 30 they will be moved to your main squad
to submit a teamsheet you must have 16 fit eligible players, it is recommended you keep your squad sizes to around 18-20 but again this is up to each manager to look after his own squads.
The deadline for main team sheets for the matches is 18:00pm UK time on the day before the match. (Or otherwise communicated)
Reserve Squad

This option is for what percentage of the players skills are used in the True Default tactic (T). The maximum is 100(all of the players skill used), the minimum is 50 (50% of the players skill used).

Goal Keepers Skill Cap
----------------------
Goal Keepers Have Been Increasing Too Fast Since EFL began! due to this action is now being taken to restrict there rapid improvement!
this involves keepers being rewarded more for clean sheets and saves and less for conceding goals
To bring keepers back in line with the other positions a skill cap has now been introduced at 39 100
Admin has accepted one bad performance should't mean these players dropping to a skill 38 so these players will be capped at 39 100 and will only drop
to a skill 38 if there match day performance was > -100 abs
once a keeper reaches this skill he will not improve anymore but can still decrease with bad performances!
EFL will continue to monitor this and when the time is right the skill cap may be removed!
EFL will always continue to monitor all positions and players to make sure there progression is fair and in line with each position!
Forward Skill Cap

Due to increased games, rule changes, some forward players look like they will now become monsters ie skill 40+ , during testing it has been shown that high skilled forward dominate games, for that
reason we have decided from season 33 to cap forwards once they reach skill 400 100, these players once they reach the cap can still decrease with bad performances
EFL will continue to monitor all positions and may add or release skill caps when we see fit.

At the end of each season, all players will age one year, they will continue to age until they reach there retirement age where they will then be removed from the game.
After all the required end of season information and stats have been taken all players season stats will be reset to 0 ready for the new season.
All players fitness levels will be returned to 100 percent
Any players still with injuries or suspensions will be cleared and returned to 0
All players eligible for EOS bonuses (players aged 21 and under) will have these added and updated before the new season starts
All players who are awarded extra abs for season awards (top goalscorer, most saves etc) will have these added and updated before the new season starts
Youth Academies (End Of Season) Youth Bonuses

Fitness works as follows:
Instead of the fatigue being set at 100 before each match, it is now set from the fitness of a player.After the match is over the fitness of a player is carried back to the roster, which for a player playing 90 minutes is around 68% of the fitness the player started the game.
A player who is 90% fit plays at 90% of his skill, a player at 75% fitness plays at 75% of his skill, and so on.
Fit Factor
----------
This is the amount of fitness added back onto the players fitness (if the player began at full fitness) when the updater option to add it on is run.
The default and recommended setting is 25. EFL use a setting of 35 that translates to a player playing a full game will lose net 2 or 3 fitness points.
It is natural that soccer players are getting tired during the game. All players are getting tired, some less, some more. This fatigue always affects a player's way of playing. Close to the end of the game, a player will have much less ability for long runs than in the beginning. The feature of fatigue is also included in ESMS. Each minute, the program multiplies each player's actual skills by a small coefficient. Until the end of the game, fatigue is accumulated and the player plays at approximately 70 - 75 percent of his starting skill. This is why it is highly recommended to substitute players during the game, to bring some "fresh feet" to your team.
Cup Competitions

Elite Football League June Ridout Memorial Cup & Elite F.A Cup games are played on a Thursday (selected dates).
FA Cup Replays will be played on selected dates(see fixtures) depending on clashing fixtures.
The 1st Round of the June Ridout Memorial Cup will involve all 36 Clubs from the Elite League, Division One & Division Two,
36 Clubs Divided into 3 Groups
Group 1 with the top 12 placed teams (Elite League), Group 2 with the following 12 placed teams (Division One) and Group 3 with the last 12 placed teams (Division Two)
Every team plays against ONE team of each group, example, Team from group 1 would play another team from group 1, one from group 2 and one from group 3
Every team plays 3 matches in the First Round
After 3 games in the First Round All 36 teams are placed in the general standings, IE a league table to total W D L F A Pts from there 3 matches
The Top 16 Clubs From The Final Standings Progress To The 2nd Round Knock Out Of 16
If say there were a few teams with the same points and goal difference for and against in 16th place then there 3 matches would be looked at and extra points awarded for wins or draws and goals against teams in higher groups! this would encourage clubs to play entertaining attacking football!
The 2nd Round of the June Ridout Memorial Cup will involve 16 winners from the first round
The pairings into the 2nd Round will be determined by the general standings of the First Round, thus: the 1st team will play vs the 16, the 2nd vs the 15th and so on,
The draw for each round after this will be random.
If scores are level after 90 mins the match will enter extra time with 30 additional mins being played,if the scores are still level the match will be decided by a penalty shoot-out.Semi-Finals and Final will be played at a neutral venue. (SF & Final - Gate Money Split 50/50)
Only players involved in the match and extra time will have 6 added onto there fitness levels once the squads have been updated, so if they end the match on 88% fitness this will change to 94% for your next match (players introduced around 90 mins or in extra time will not have there fitness changed)
The clubs hosting the semi finals will receive 500,000 pounds!
a random draw will be made once the season starts to decide which clubs will host the semi finals
the top ten stadiums in the game will be used for this draw!
Elite F.A Cup Qualifiers - These will involve all 12 clubs from Division Two playing over two legs Home and Away
If after the 2nd leg the game is drawn the tie will go to extra time then penalty shoot out!
The six winners from those qualifiers will join the 24 clubs from the Elite & Division One Leagues in the Group Stage.
Elite F.A cup group games involve all remaining 30 EFL teams. (after qualifiers) The cup format will be Group Stages, SEEDING WILL BE USED From The Previous Season Final Standings - Clubs 1-6 (POT A) Clubs 7-12 (POT B) Clubs 13-18 (POT C) Clubs 19-24 (POT D) Clubs 25-30 (POT E)
The top two teams will qualify from each group for the 2nd round Knock-Out Plus the four best 3rd placed teams. The six teams finishing top of each league will get a home tie in the 2nd round. With a random draw to decide the other two home teams.

Quarter Final, Semi Final & Final will be decided on the day, extra time and penalties if drawn
Semi Final matches will be played at two of the top stadiums in the game, a random draw will be made once the season starts to decide which clubs will host the semi finals, host clubs will receivce 500,000 pounds!
The Final will be played at the national EFL stadium with all gate money split between the clubs
Applying for a Position as Manager
----------------------------------
When a position opens up, current members of the league are given the opportunity to apply for that position. The manager who has been active and responsible to that point will be offered the position. (Max ONE job change per season)
If no one within the league wants the position, it will be offered to a new manager. Teams will be offered to these applicants on a first-come, first-served basis, unless someone can recommend an applicant from previous experience in another ESMS league.

FINANCES

Each teams finances are that manager s responsibility. Teams' income/expenditure will be from their ground gate income and transfer activity. Deals will not be completed if It will take your finances below 0
if a club for some reason find themselves in debt once the weeks financial calculations have been completed they have 1 week to get there club back in the black and out of debt.
if they fail to get there club out of debt by the end of that week period the EFL FA will look at further punishments which may include point deduction or forcing the club to clear there debt by selling one of there players. this would start with there weakest squad player and working there way up until the debt has been cleared
if a club goes is in debt once the season ends, the EFL board will deduct the clubs stadium capacity at the cost of 500,000 per 1000 seats until the debt is cleared.

Deals can be negotiated between managers. DO NOT SEND NEGOTIATIONS OR OFFERS TO THE ADMIN GROUP. Only TWO teams can be involved in a transfer. Multiple team deals involving three or more teams ARE NOT ALLOWED.
When a deal is agreed, it must be confirmed by BOTH managers
Once both managers have confirmed a transfer, the deal cannot be cancelled.
All deals are subject to EFL board approval. If more than three managers raise the issue of a deal being unfair to the EFL board will look at the deal.
Loan Deals Are Limited To 3 IN and 3 Out! Loan deals must be season long!! (unless agreed in the negotiations) Clubs can negotiate for an amount of money for a player loan.
Loan Deals can be completed up until the deadline
The Transfer Window Closes with four league games left, This prevents managers bringing players in the last few weeks to help win the league or avoid the drop.
All negotiations take place between the managers.
All players transferred are eligible for their new club as soon as Admin confirms the deal. So if managers detail everything correctly deals will be completed smoothly.
You must wait until a player joins your team before transferring him. This includes players returning from a loan.
All exchanges of cash and players must occur at the point of the deal, but cannot be done in instalments, or based on future events.
APPEALING AGAINST TRANSFERS

If a manager believes, a transfer between two teams is unfair or disadvantages one team by too much, they can appeal against it to the ELF Board. When an appeal is made, there must be sufficient argument provided why the deal should be withdrawn. Furthermore, a minimum of two managers, not involved in the deal, MUST submit a separate appeal.

You can Free Transfer a player from your squad and receive money for it. To release a player on a free transfer, login to your club, click TRANSFERS then click RELEASE PLAYERS, here you
will be shown a release value for each player in your squad, click on the players name and follow the instructions to release him, finances will be updated at point of sale.

EFL ADMIN will keep a close eye on all teamsheet and match tactics activity for both main and reserve teams during the season, its in the best interest for EFL's future as a game that all managers play the game in a fair and sporting way. the aim of the game is to win football matches or at the least get a point at all cost. any manager who has underlying plans that involve playing far lesser skilled players in positions where the aim is just to gain maximum abbs will be punished with the offending player/s being returned to there skill levels before there 'gain' if this continues his team will be deducted 1 point for each time he/she continues to do this, with the hope they will change there ways, if not he/she will be sacked and removed from the game. the game is here to be enjoyed and if you are a football fan you know how the game works and how it should be played. examples of what i dont want to see are ie, midfielders with skill 1,2 etc playing in defence, keepers playing outfield, low skilled players (<17) playing in your main squad, when you have better players available. in a nut shell people, i want EFL to be around for a long time, if some players skills become so high too fast, we may have a game where teams cant score goals due to keepers being too high skilled, and then may have to go down the road some other games have had to go..
Managers can play lesser skilled players in there main squad who can clearly be seen to have potential to become a star, example a young skill 23 promoted from your youth academy, it has been shown that lesser skilled outfield players have less impack on results (as this game is about numbers).Having a skill 39 keeper available and playing a skill 24 in goals is clearly setting up to be defeated rather than growing a star, if by any reason you are clearly showing no respect for the game with your team selection and cant explain your actions you will be sacked!!
If you fail to have 16 available players for your main or reserve team on matchday you will be deducted three points, if you fail to have 16 available players for a 2nd week on either squad both squads will be deducted three points, if this happens for a 3rd week you will be sacked!!!
